| 'Hot Topics' still to be resolved under the CPRS |

On 22 April 2009 the Department of Climate Change published an Issues Paper calling for submissions on the following 'hot topics' by 6 May 2009:
> whether eligible emissions units should be subject to the short selling restrictions; > whether to extend the licensing exemption on dealing on a scheme participant’s own behalf to dealing on behalf of group entities and joint venture partners; and > whether the proposed making a market exemption for participating in the auction or selling free permits is wide enough to cover a liable party’s market making activities.
